I have 3 sprinklers with my aerobic septic system. But just beyond the sprinklers is my fence and a pasture with high grass. On many occasions, the grass blocks the proper spraying of the water from the sprinklers. My question: Can I install risers under the sprinkler heads?

Not necessarily the prior home owners fault 2 -3 years is fairly normal to have tanks pumped
But it does sound like to prior service contractor did not clean and pump the third tank

Is it possible that the spray from our septic killed our oleanders? If we put in too much bleach?

They do discharge after the water has been treated to acceptable levels into water ways all over the United States. The organic material in the water provides resources to fish and other aquatics if the levels are correctly maintained.

Without more information, a rebuild kit (or potentially a new aerator) is going to be your best bet for service! The pumps typically have a 3-5 year service life, and its likely that pump is too old to rebuild.
